In the streets of Neo-Tokyo, teenage biker Kaneda watches his friend Tetsuo become entangled in a secret military project. Newly awakened psychic abilities promise Tetsuo a way out of his old frustrations, but their growth threatens to overwhelm both him and the city struggling to contain him.
